State Energy Plan Scope
The New York State Energy Planning Board adopted on March 3, 2025 the final Scope [PDF] for the New York State Energy Plan.
The topic areas developed in the Energy Plan are based on and guided by the statutory requirements specified in Article 6 of the Energy Law and in the 2019 Climate Leadership and Community Protection Act. The Scope for the Energy Plan is further informed by public comments received on the issues and policies to consider in the planning proceeding.
The New York State Energy Planning Board released a draft Scope for the Energy Plan on September 9, 2024 and accepted public comment through December 16, 2024. Public comments offered a broad range of issues, policies, and positions for consideration in the planning proceeding, consistent with the topic areas included in the Scope. Comments have been reviewed and are reflected in the final Scope in the form of greater detail and additional or refined issues for consideration. Comments also will inform the development of the Draft Plan.
The public will also have an opportunity to provide comments on the Draft Plan later in the process.
Statute
The State Energy Planning Process is governed by Article 6 of the Energy Law .
Regulations
The New York State Energy Planning Board reviewed the public comments on the Draft Regulations and adopted Final Regulations [PDF] at the October 26, 2011 Board Meeting. These regulations outline the conduct of the state energy planning process, as guided by the enabling legislation (Article 6 of the Energy Law ). The Final Regulations were published in Issue 46 of the State Register on November 16, 2011.
Bylaws
The New York State Energy Planning Board approved adoption of amended Bylaws [PDF] at the December 12, 2024 Board Meeting. These bylaws address the Energy Planning Board’s membership, powers and duties, and meeting process, as guided by the enabling legislation (Article 6 of the Energy Law).
